Which NCIUA Grant Program Applies?
Strengthen Your Coastal Roof: Up to $6,000
Strengthen Your Coastal Roof serves eligible NCIUA policyholders in designated coastal areas above the Intracoastal Waterway. The program advertises grants of up to $6,000 toward qualifying roof replacement. Its eligibility tool uses policy information; a contractor cannot approve the application.
Strengthen Your Roof: Up to $10,000
Strengthen Your Roof serves eligible NCIUA policyholders east of the Intracoastal Waterway and on North Carolina’s Outer Banks and barrier islands. It advertises grants of up to $10,000 toward an IBHS FORTIFIED Roof.
“Up to” is a maximum, not a promise that every applicant will receive that amount or that the entire replacement will be paid for. Confirm the correct program, current availability, and property eligibility directly with NCIUA. Do not treat an NCJUA policy and an NCIUA policy as interchangeable for grant eligibility.
What Makes a Roof FORTIFIED?
FORTIFIED is a construction standard developed by the Insurance Institute for Business & Home Safety. A roof is not designated simply because it has a particular shingle or metal panel. The applicable assembly and installation details must be documented and reviewed.
Depending on the project and standard, the work addresses details such as roof-deck attachment, a sealed roof deck, and roof-edge and covering requirements. The existing structure matters too. Ask the contractor and evaluator which requirements apply to your home instead of relying on a generic upgrade checklist.

Who Approves Eligibility and Who Issues the Designation?
Keep the roles separate. NCIUA handles initial program eligibility. IBHS and the FORTIFIED evaluator address the applicable construction eligibility and documentation process. The contractor prices and performs the agreed construction work.

For the homeowner, the practical question is who needs to see each stage before it is covered. Deck attachment and concealed layers cannot always be verified from finished-roof photographs. Establish that coordination before the crew begins.
A Practical Sequence for Your Project
- Check the official program. Use your policy information to identify the correct eligibility path and contact the program team if the result is unclear.
- Review the application and written terms. Confirm what approval means, what must happen next, and which deadlines apply to your property.
- Obtain a defined roofing scope. Ask the contractor to explain the base replacement, FORTIFIED requirements, and any existing construction concerns.
- Coordinate the evaluator before work. Do not begin the grant project until the required approval and evaluator-assignment steps are satisfied and the installation process is coordinated.
- Complete and document the work. Keep project records, invoices, and communications organized for the required review.
- Follow the program’s completion and payment instructions. Approval, construction completion, designation, and grant payment are separate steps.

What Should the Roofing Estimate Explain?
A clear estimate helps you understand your responsibility if the grant does not cover the full project. Ask for the roof system, removal scope, decking assumptions, flashing, disposal, and relevant installation details. Where practical, separate the base replacement cost from the FORTIFIED upgrade work.
Discuss concealed conditions before signing. Deteriorated decking, an unsuitable connection, or damage at a wall transition may require additional work once exposed. The agreement should describe how findings will be photographed, priced, and approved.
Be cautious about comparing only the final number. Two proposals may include different materials, documentation responsibilities, or allowances for construction repairs. Ask both contractors to clarify the same questions so you are comparing equivalent scopes.
Plan for Costs and Timing Beyond the Grant
Do not schedule work solely around an advertised maximum award. Ask the program about the amount approved for your property, eligible expenses, payment timing, and required completion records. Ask your contractor about deposits and progress payments so you understand any gap between construction payments and grant reimbursement.
Weather, material availability, evaluator coordination, and concealed repairs can affect scheduling. Identify who will contact you if a planned installation day changes and how the required observations will be rescheduled.
Insurance credits, tax reporting, and grant funding are separate questions. Confirm insurance treatment with your insurer and current tax treatment with an appropriate tax professional. Do not build your budget around an assumed credit or tax result.
When the Roof Needs More Than New Covering
Some homes need construction repairs before the new roofing assembly can be installed properly. This can include decking, framing, roof-to-wall connections, or areas affected by earlier water entry. The repair should address the actual condition rather than hiding it under new materials.

Who issues my FORTIFIED designation?
IBHS reviews the evaluator’s documentation and issues the designation. The roofer performs the agreed construction work; the contractor does not issue the designation.
Will the grant cover the full cost of my new roof?
