YOUR FORTIFIED ROOFING PROJECT
FORTIFIED is an IBHS construction program. Its roof requirements address how the roof assembly is built and documented, rather than simply selecting a particular brand of shingles.
The project scope considers roof-deck attachment, roof edges, and the selected roof covering under the applicable FORTIFIED standard.
A sealed roof deck and specified details help reduce the risk of water entering if the roof covering is damaged.
An independent FORTIFIED evaluator verifies required details and submits documentation for IBHS review. RGR’s role is the construction work and contractor-side coordination.
A FORTIFIED designation comes through the program’s review process. Plan inspections and records before work conceals important details.
FORTIFIED combines construction requirements with verification. Discuss the upgrade before scheduling a reroof so important details can be checked while they are still visible.
The program addresses roof-deck fastening and vulnerable perimeter details. The existing deck, roof covering and applicable standard determine the construction requirements. A product with a high wind rating alone does not establish a FORTIFIED designation.
A sealed deck is intended to limit rain entry if the covering is damaged. It is part of an assembly that also includes suitable roof covering and edge details. Ask which approved approach will be used on your roof.
RGR coordinates the construction. An independent evaluator verifies required details and assembles documentation for IBHS review. Some evidence must be captured before later layers conceal the work. IBHS determines whether the project receives a designation.
For Wilmington-area homes exposed to wind and wind-driven rain, roof replacement is an opportunity to consider a more resilient assembly. FORTIFIED reduces risk; it does not make a home storm-proof.
01
Review the existing roof and whether a FORTIFIED project fits your replacement plans.
02
Establish the construction scope, evaluation needs, and documentation sequence before work starts.
03
Complete the required upgrades and coordinate verification at the relevant stages.
04
The evaluator submits the documentation; IBHS reviews it and determines designation.

RGR PROJECT EXPERIENCE
Published project records identify these completed roof replacements as FORTIFIED projects. The designation process remains separate from RGR’s construction role.
Review RGR’s financing resources, including Carolina SURE, and confirm current eligibility and terms with the program provider. Grants and financing are not guaranteed.
Approved program resources: Strengthen Your Roof, Strengthen Your Coastal Roof, and Stronger Roof Grant.
Program guidance: IBHS FORTIFIED Roof and the independent evaluation and designation process.
Keep the estimate, evaluation arrangements and any funding application aligned from the beginning. That helps you understand both the building work and the steps outside the contractor’s control.
A roofing product warranty, a FORTIFIED designation and an insurance policy serve different purposes. Discuss each with the party responsible for it; no discount, grant or coverage outcome is guaranteed.
